Construction certificates
Before starting construction on any worksite, you must have an Approved Development Consent issued by Council and a Construction Certificate. A Construction Certificate can be issued by Council or an accredited private certifier.
All applications must be lodged in the NSW Planning Portal. Further information is provided below.
Before building commences
Apply for a Construction Certificate
If you are lodging your Construction Certificate Application with Council, apply via the NSW Planning Portal

Council or the accredited private certifier will check that the plans and specifications for the development proposal will comply with the relevant conditions of the consent and applicable standards including the Building Code of Australia.
If satisfactory, the certifier will issue a Construction Certificate and, where appropriate, a Fire Safety Schedule.
Appoint a Principal Certifying Authority (PCA)
When lodging your Construction Certification Application, you will also need to provide a Contract for Certification Work(PDF, 592KB).
This is an agreement between you and your chosen Principal Certifying Authority (PCA) and needs to be in place before any work commences. Your PCA can be either Council or an accredited private certifier.
Building works completed
